Performance Evaluation

The Integrated System for Performance Management and Appraisal in Public Administration (SIADAP) was established by Law no. 66-B-2007 of December 28, and revised by Decree-Law no. 12-2024, of January 10, and is applicable to the performance of public services, their managers and other workers.
Through an integrated design of management and evaluation systems, SIADAP makes it possible to align the performance of services and those who work in them in a coherent way.
SIADAP integrates 3 different subsystems, which must be linked to the phases of each department's management cycle:
1. Performance Appraisal of Public Administration Services - SIADAP 1;
2. Performance Appraisal of Public Administration Managers - SIADAP 2;
3. Performance Appraisal of Public Administration Workers - SIADAP 3.

Assessment Coordinating Board

An Assessment Coordinating Board operates alonside the head of each department.

Joint Committee

The Joint Committee, composed of representatives of the Administration and the workers, has consultative powers to assess the appraisal proposals made known to the workers being assessed, prior to approval.
