Scholarship
It is a financial benefit granted by the State to the student whose household demonstrably does not have an adequate minimum level of financial resources. The benefit is annual, of variable value, non-repayable, to contribute to the expenses with the frequency of a course or with the completion of a compulsory professional internship. (Article 3 a) of the RABEEES)

The Regulation also provides for the allocation of a scholarship to graduates who, in the period of 24 months after obtaining the degree, are undergoing professional training for the exercise of a profession (paragraphs 2 and 3 of article 1 of RABEEES)

Eligibility Conditions
The higher education student who meets the following cumulative conditions: has Portuguese nationality or, if a foreigner, fulfills one of the conditions set out in a) of article 5 of the RABEEES; is enrolled in a course of ULisboa; is enrolled in a minimum of 30 ECTS, except in cases where he/she is enrolled in a lower number of ECTS because he/she is completing the course, or cannot enroll in a minimum of 30 ECTS, therefore, in the thesis, dissertation, project or course stage; has been proficient in at least 36 ECTS (if it was enrolled in = 36 ECTS) or even 100% of the ECTS (if it has enrolled in less than 36 ECTS); can complete the course in the number of years of duration of the same +1 (if the duration of the course is less than or equal to 3 years) or +2 (if the duration of the course is more than 3 years); has an annual income per capita of the household equal to, or less, than 16 times the index of social benefits in force at the beginning of the academic year, plus the maximum annual tuition value fixed for the 1st cycle of public higher education under the legal terms in force; as of December 31 of the year prior to the beginning of the school year, the financial assets of the household in which the student is integrated is equal to or less than 240 times the value of the social support index; present its contributory and tax situation regularized (debts liable to social security are not considered irregular or situations that cannot be attributed to it) (Article 5 of the RABEEES)
Yes, but only if, in addition to the other cumulative conditions laid down in Article 5, you meet one of the following requirements: National Citizen of Member State of the European Union with right of permanent residence in Portugal, under the terms of Law no. 37/2006, of 9 August; Third-country national: Holder of permanent residence permit, pursuant to article 80 of Law no. 23/2007, of July 4; Beneficiary of the status of long-term resident under the terms of article 125 of Law no. 23/2007, of July 4; Coming from States with which cooperation agreements have been concluded providing for the application of such benefits; Coming from states whose law, under equal circumstances, grants equal treatment to Portuguese students; Stateless person; Beneficiary of political refugee status (article 1 of Decree-Law No. 204/2009, of August 31, which amends article 3 of Decree-Law no. 129/93 of April 22). Eligibility Conditions
You should only apply for the scholarship when you are in possession of the document proving this new condition. Otherwise, the application may be rejected for non-compliance with article 5 a) of the Regulation.
If you are enrolled in a course leading to the award of the degree of 1st cycle you cannot already hold an equivalent degree or superior. If you are enrolled in a course leading to the award of the master's degree, you cannot already hold the master's degree or higher. (Article 5 c) iii) and iv) of the RABEEES)
You must be enrolled in a minimum of 30 ECTS, except in cases where you are enrolled in a lower number of ECTS because you are completing the course or, if you are unable to do so because of the regulations governing enrollment in the thesis, dissertation, project or course stage. (Article 5 d) of RABEEES)
A school is considered to be the situation in which the student, in the last academic year in which he/she was enrolled (may not correspond to the academic year preceding the one for which he/she requires the scholarship), has obtained at least: 36 ECTS, if NC = 36 NC, if NC <36. Where NC = number of ECTS in which he/she were enrolled in the last year of enrollment (Article 5 e) of RABEEES)
Yes, you can keep your scholarship, even if you work, provided that the household capitation does not exceed the legally stipulated limit (Article 5 g) of the RABEEES).
Application Deadlines
The deadline for submission of applications is between June 25 and September 30 (for students who register until September 30). You can also submit the application within 20 working days of the date of enrollment in the Faculty/Institute or the issuance of proof of commencement of the internship, either before or after September 30. (Article 28, 1) and 2) of the RABEEES)
You can also apply for the period of June 25 and September 30, or the 20 working days following the date of enrollment in the Faculty/Institute, whether it occurs before or after September 30.
Yes, it is possible. The application can still be submitted between October 1 and May 31. In this situation, it should be noted that the amount of the scholarship to be awarded will be proportional to the amount calculated considering the period between the month following the submission of the application and the end of the academic period. (Article 28, 3) of the RABEEES)
No, the acceptance of your request to change institution and/or course is not done immediately, so it is recommended that you comply with the application deadlines provided for in article 28 of the RABEEES.
Access Credentials
No. The access credentials for the scholarship are different from the ones you have for the access to higher education.
If this is the first time you wish to apply for a scholarship, you can request your access credentials (user code and password) when applying for higher education, indicating that you intend to apply for the study scholarship and following the instructions which you will receive in your e-mail address, in the "Notice of receipt of application for access to higher education". The access credentials for the purposes of applying for a scholarship may also be requested through the SASULisboa website of the University of Lisbon (after registration and enrollment). You will then have to save them, as they will be the same in future applications for the scholarship in the DGES portal.
When you know that you have, in fact, been placed at the University of Lisbon, you must access the SASULisboa website and submit your application. If you are a dislocated student you can, alternatively, request access credentials by email to bolsas@sas.ulisboa.pt. For this purpose, you must provide the following data: full name; full address; date of birth; citizen's card number (include control digits); tax identification number (NIF); social security identification number (NISS); mobile number; E-mail address; number of students; proof of enrollment. The access credentials will be automatically sent by SMS to the candidate's mobile phone number so that you can apply for the scholarship.
Credentials must be requested through the SASULisboa website.
Yes, if you have already applied for a scholarship award in previous years, through the DGES platform, the credentials remain.
You can retrieve the password by going to the entrance page of the application form at www.dges.gov.pt/wwwBeOn, clicking on "(I forgot my user code and / or password)". Then enter the number of your identification document and your mobile phone number, and after submitting them, you will automatically receive an SMS with the access credentials. Access to the Student Reserved Area: (Forgot your Username and / or Password?) Note: The waiting time until receiving the SMS can be variable, if you do not receive any SMS, it is suggested that you repeat the procedure. These two elements constitute the access credentials to access the platform of the General Directorate of Higher Education at www.dges.gov.pt/wwwBeOn and formalize the application for scholarship.
You should ask the SASULisboa to change the mobile phone number, in person, or by sending a message by e-mail to bolsas@sas.ulisboa.pt. After making the change you can retrieve your credentials at the entry address of the form: www.dges.gov.pt/wwwBeOn It is important to always keep your personal information up-to-date, since the communications are carried out by SMS and/or by electronic mail.
The information you entered to retrieve the access credentials may not match the previously entered data. For example, in the retrieval of the access credentials, the check digit on the identity card/citizen card may not have been entered. If the problem persists, it is recommended that you contact the SASULisboa, preferably, to the electronic bolsas@sas.ulisboa.pt, in order to provide the data that allow the resolution of the same.
Application
You need to gather the following elements for each element of your household: Citizen's Card / Identity Card; Tax Identification Number (NIF); Social Security Identification Number (NISS); IRS declaration (if you have submitted the declaration); IBAN (International Bank Account Number), through which you intend to receive the scholarship; Land Registry of all the properties owned or declared by the Municipal Property Tax (IMI) Balances of current and future bank accounts, with the situation referring to December 31 of the previous fiscal year, and value of the remaining movable assets (savings certificates, shares, bonds, retirement savings plans, etc

You should enter your personal page on the DGES - BeOn platform. In the "Personal data" tab, you must request a change in the academic situation, filling in the requested information and waiting for this change to be made by the services. You must submit the application even without the change made. This request can also be made after the submission of the application.
In this situation, you can select the option "inform later" and when you know the address where you will stay, you must indicate the same on your personal page on the DGES platform.
The composition of the relevant household for the purpose of applying for a scholarship is the one that takes place at the date of the application, and includes the student and the other persons who live with him/her in communion, housing and income, namely: Spouse or person in union of the own or another member of the household; Relatives and the like, in a straight line and in collateral line, up to the 4th degree; Adopters, tutors and persons to whom the student is entrusted by judicial or administrative decision of entities or services legally competent for this purpose; Adopted and protected by the student or by any of the elements of the family and children and young people entrusted by judicial or administrative decision of entities or services legally competent for this purpose, to the student or to any of the elements of the household; Godchildren and godparents, under the terms of Law no. 103/2009 of September 11 (Article 4, 1) of RABEEES)
Only the candidate must have Portuguese NIF. The remaining elements of the aggregate may have foreign NIF. In the case of the Citizen Card, the NISS is on the back. Otherwise, you can get it from Social Security. If you check that the NISS of any of your household members has only 9 digits you can convert it to 11 digits at: www4.seg-social.pt/pedido-de-niss According to the legislation in force, the NISS must be indicated for all elements of the household, even for underage elements.
As a candidate, potentially benefiting from social support from the Portuguese State, you must enroll in Finance to obtain a Portuguese NIF, which is indispensable for the candidature.
The change of IBAN is the sole responsibility of the applicant, so you should access your personal page on the DGES platform, using your access credentials (user code and password) and change the respective field.
When filling in the bulletin the icon that allows you to add members to your household is no longer visible, you should wait for some time before proceeding, as this may mean that your application is in interoperability with Finance and/or Social Security for obtaining and confirmation of data.
The IRS validation code is the code assigned by the Finance Service to each IRS electronic statement. You can find this code in the upper right corner of the IRS statement.
If your NIF (and your siblings) appears in the field of dependents in an IRS declaration, and if the IRS declaration is electronic, you must indicate in it the declaration validation code and the taxpayer's number (NIF) of the so-called taxable person A (this information is in the upper right corner of the document (IRS Income Statement - Model 3). If the IRS statement has been submitted on paper, you should choose the "paper return" option and indicate only the taxpayer's number (VAT) number of taxable person A.
If any member of your household did not file an IRS statement in the previous fiscal year, the option "does not have IRS" must be ticked, and for this purpose, provide, with respect to each of them, a certificate proving non-delivery of the IRS such as the Monthly Income Statement / Mod. 10, both issued by the Finance Department.
The Regulation establishes that it may constitute a single-person household the candidate with habitual residence outside his/her family of origin, who proves to guarantee his or her livelihood independently and who, in the calendar year preceding the application, has earned income equal to or greater than six times the index of social benefits in force in that year, except in cases where income is only derived from social benefits of less than that value or when the candidate is an orphan. (Article 4, 3) of the RABEEES)
Assets and liabilities are the sum of the amounts deposited in bank accounts (current and term), retirement savings plans, treasury certificates, savings certificates, shares, bonds, units of investment funds and other securities and instruments financial resources. The value to be indicated is the sum of these values referring to all elements of the household, as of December 31 of the economic year prior to the academic year for which the student is applying (Article 43 of RABEEES)
Real estate assets are the set of rustic, mixed and urban buildings registered in the Finance Department associated with the NIF of each household element. In the Building Code, the code of the parish, the identification of the article, fraction, property value of the property, the owners of the property, as well as the share of each one (ex: ½=50%; 1/3=33%; ¼= 25%).
You should declare the income from this activity in the field of corporate income, and its percentage of social participation (article 37 of the RABEEES)
In the personal page the student has access to a field of "observations" at the end of the application form, where you can add any additional data. Alternatively, or if you have already submitted the application, you can send a message by e-mail to bolsas@sas.ulisboa.pt, with the information you want to be added to the application. The candidate can also request an interview with the Technician responsible for the analysis of the application, through the "contacts" tab on his personal page.
From application to admission
After signing the contract, you can enter the residence immediately, provided you do so within the stipulated time (from 9:00 am to 12:00 pm and from 2:00 pm to 4:30 pm), or during the next 5 working days, in accordance with paragraph 1 of article 17 of the GRUR (link).
Scholarship Contract
Yes, if you meet the following conditions cumulatively: Has been a fellow in the previous academic year; Requests the continuity of the allocation of the scholarship; It complies with the following conditions: Continue enrolled in the same institution of higher education and course and with the same status of the previous school year; your household is of the same composition; there has been no change in the eligibility conditions referred to in Article 5 a) and c) (condition of residence in Portugal and title of academic degree equal or higher) satisfies the eligibility requirements referred to in Article 5 d), e), f) and h) (ECTS number in which the student is enrolled; Of ECTS approved for completion of the study cycle, amount of assets of the elements of the household) The income of the elements that integrate the household and the situation of the student before the tax and social security system for the previous year, have been fully made available by the Interoperability System of the Public Administration (Article 48 of the RABEEES) After answering the questions on the "Contract" tab of the application form, the scholarship application will be automatically returned to the application form and, if it is found that it does not fulfill one of the conditions set out above and cannot therefore be covered by the contracting process, of a regular application.
The student covered by the contracting process, once the information on the accomplishment of the enrollment by the educational institution is made available, and the interoperability with the Tax Authority and Social Security being completed, will be automatically notified of an interim decision on his application (without complements, which will be evaluated and decided separately). The process of renewal of a scholarship, within the scope of contracting, is subsequently updated by SASULisboa, namely at the level of academic information, after which a final order is issued, which may be: Confirmation of the granting of the provisional scholarship, with possible change in its value, with the consequent correctness of the amounts paid and payable; Cancellation of the grant of the provisional scholarship, with the consequent repayment of the amounts already paid and with the possible application of penalties for fraud, when it is verified that the applicant provided incorrect information (Article 48 of the RABEEES)
Submission
Yes. There may be times when you cannot make changes because the system is validating data, but after some time you will be able to do so.
Documents to be submitted should be scanned in PDF, JPEG, PNG, GIF, TIFF or TIF format and each cannot exceed 500KB in size. In the "Documents" tab, you must upload all requested documents and complete the "Submit Documents" button. The application can only be submitted after sending all the requested documents.
On the "Documents" tab, print the forms. The household members, identified on the forms, should sign the same (in the case of underage elements the documents must be signed by the parents/guardians). Once signed, you must scan each of the forms into a single file, and then upload them to the fields associated with each authorization tab.
We recommend that you check the browser you are using. Use, preferably, the internet explorer, in order to proceed to the submission of the application. Other browsers such as Google Chrome, Mozilla Firefox, Opera, Safari, Edge, may not be compatible since the site is optimized for Internet Explorer 7+.
After submitting the application you can only change some personal information: IBAN, address, telephone contacts, e-mail address. We further inform that change of IBAN is the sole responsibility of the candidate. Any other change must be requested to the SASULisboa.
You receive a message by e-mail and a successful message on the application page. It is suggested that you print out your application form.
The review process begins after submission of the application. The applicant should regularly consult the electronic account created automatically in the BeOn, since he/she can be notified in the course of the analysis for the delivery of documents essential for the conclusion of the process. The notifications will be considered read as soon as the candidate accesses the electronic mail. In the absence of access to the electronic account the notification shall be deemed to have been made on the twenty-fifth day after its dispatch.
You can check the status of your application, at any time, on your personal page on the DGES platform, by checking the "Information" tab, where it is found.
All changes in the income and/or constitution of the household must be communicated to the SASULisboa to the email address: bolsas@sas.ulisboa.pt It is grounds for the cessation of the right to the total or partial perception of the scholarship not to inform of the change in the income and conditions of the household that imply the loss or change of the value of the scholarship.
Notifications
The notification of missing documents is based on the analysis carried out by the Technician, based on the information provided by the applicant in the application form (sometimes the information is filled in incorrectly and/or incomplete so, for a better understanding of each situation, there is the need to request additional elements).
The documents indicated in the notification must be sent within 10 working days after reading the notification, through your personal area: www.dges.gov.pt/wwwBeOn/ Documents to be submitted should be scanned in PDF, JPEG, PNG, GIF, TIFF or TIF format and each cannot exceed 500KB in size. You must load them in the "Documents" tab and then click "Deliver Documents" and confirm the submission of the documents.
Because the submitted document does not match the requested document and/or is unreadable. In order not to reject the application for incomplete instruction/failure to provide the complementary information within the stipulated deadlines, the Technician notifies the candidate again for delivery of the correct document.
This document identifies the existence or not of real estate in the NIF of each of the elements of the household and their updated equity value. The Certificate can be requested directly in the Finance (can be one application for all the elements of the household). This certificate can be obtained free of charge if required for scholarship purposes, in accordance with article 3 of Decree-Law no. 608/71 of 30/12. Alternatively, if the household members have a password to access the Finance Portal, you can submit the print screen of the property assets of each element.
No, the application alone is not enough. You must submit the document issued by the Social Security and/or Finance Department, with the favorable decision regarding the request for payment in installments and also proof of payment of the most recent installment. This is the only way to ensure that the debt situation is regularized.
Considering that the applicant's debt situation is the reason for rejecting his application, in order to be eligible for a scholarship, the candidate must apply to Social Security (for contributions debt) and/or (For tax debt) in order to regularize the situation. The document proving that the situation is regularized must be submitted within the period indicated in the notification.
The deadline for the delivery of the requested documents is 10 working days after the date on which the notification was read by the applicant (it may not be the same as the date on which the document notification was sent).
After receiving the notice of "hearing of interested parties" with the draft decision on the application for scholarship assignment and, if you wish, you can file an opposition within 10 working days. To do so, you should access your personal page on the DGES platform and activate the opposition in the "Result" tab, writing the text and attaching the document (s) supporting the exposure, so that the process is reanalyzed.. If you accept the decision contained in the notice of "hearing of interested parties", you do not have to initiate any procedure, you should only wait for the notification of the final decision, to complete the process. (Article 49 of the RABEEES)
The document delivery procedure was not properly completed and the computer system did not acknowledge the delivery of the documents (regardless of whether it is possible to visualize them), rejecting the application automatically by incomplete instruction. In this situation, it is recommended that you submit an opposition within the time limits set for that purpose (see answer to the previous question) and claim that you have submitted the documents so that it may be possible to verify your situation and possibly re-examine the application.
If you wish to complain about the final decision of the result of your application, you have a period of 15 working days to do so. To do so, you should access your personal page on the DGES platform, and activate the complaint in the "Result" tab. The complaint must be duly substantiated and supplemented with documents proving the exposure (Article 57 of RABEEES)
Complements
If you are a student moved from your household and become a scholarship holder, if you fill a vacancy in a Residence of the SASULisboa, you are entitled to a monthly supplement, equal to the monthly base amount to be paid by the scholarship holders in the residences, up to a limit of 17.5 % of the Index of Social Support. To do this, you must indicate in the application form the options: "Displaced", "Requires place in the residence" and "Requires accommodation complement". At the same time, you must apply for accommodation at www.sas.ulisboa.pt and complete all the steps indicated to you (Article 19, 1) 2) 3) of RABEEES)
Yes, you can benefit from an additional month of accommodation when, on the basis of proof that the academic services of the institution in which you are enrolled, prove that you have been or are performing academic acts, such as evaluation tests and internships, as well as the elaboration of a dissertation of a scientific nature, a project work or a traineeship of a professional nature, the object of a final report, involving the maintenance of their situation as displaced persons (Article 19.6 of the RABEEES)
Yes. If you are housed in a university residence of the Social Action Services of the higher education institution of destination, you may be entitled to a supplement of accommodation, upon application of the accommodation. If the host higher education institution does not have its own residences or vacancies, it can also benefit from a supplement provided that it proves the expenditure with delivery of a receipt (RABEEES Article 19, 1) and 3))
The Scholarship Regulation provides for the payment of a round-trip airfare or sea-crossing between the place of study and the place of his/her habitual residence, to students who attend courses that are not, at the time of admission, in their place of residence. The application form must indicate the option 'requires annual transport benefit' (Article 21 of the RABEEES)
The payment of this benefit, up to the limit of the index of social support, corresponds to the difference between the lowest commercial value of the respective passage after deducting the social mobility allowance allocated to the candidate. The applicant must provide proof of receipt of payment of the passage and the social mobility allowance, on his behalf (Article 21 of the RABEEES)

The Regulation does not provide any support in this situation. It is recommended that you confirm the conditions for joining the sub-23 pass and their benefits for being a grant holder with the public transport operator that you use.
Academic Situation and Registration
Having been enrolled in an Institution of Higher Education in the previous school year, you must obtain the following benefits: 36 ECTS, in case of being enrolled in 36 or more ECTS; The totality of ECTS if it has been registered to less than 36 ECTS (Article 5 e) of RABEEES)
Although he/she does not meet the eligibility condition set out in point e) of the regulation for the allocation of scholarships, if proven for reasons of serious illness, or other particularly serious or socially protected situations, which have also been proven, the situation is taken into account. If you consider that you are in this situation, you should mention it in the "Remarks" field when you apply and request an interview with the Technician responsible for the analysis. (Article 12 of the RABEEES)
Yes, but only if you have not been a fellow in the previous year and provided you meet the remaining eligibility conditions (Article 8 b) and Article 5 of the RABEEES)
If you lose your Higher Education Institution student status and the course at any time during the academic year, by completing the study cycle, you should inform SASULisboa to the following e-mail address: bolsas@sas.ulisboa.pt, with specific date of completion (Article 55, 1 a) of the RABEEES)
The termination of scholarship entitlement refers to the month in which you lost your student status or the beginning of the school year, if you have already canceled your enrollment in the previous year. The candidate will have to return the amounts unduly received (RABEEES Article 55, 1 a), 3), 4) and 5))
Scholarship Payment
The scholarship payment is made, monthly, up to 10 installments, by bank transfer, to the international bank account number (IBAN) indicated when submitting the application. Whenever a payment is made, an SMS will be sent to the mobile phone number indicated by the student in the application form. The scholarship payments are made on the dates indicated in the approved calendar, until September 15 of each year, by order of the General Director of Higher Education (article 54 of RABEEES)
The payment of tuition is a must for the student to attend the Faculty/Institute. If you are a candidate for a scholarship, you should clearly mention it (and prove it) to the School's Academic Services so that you know what your options are regarding payment terms.
International Mobility
Students who take a period of study abroad, within the framework of legally recognized programs, retain the right to an annual fellowship during the mobility period, in accordance with Article 23 of the Regulation. Students receiving scholarships under the ERASMUS + Program also benefit from a monthly supplement during the approved mobility period.
